Stuck window help

We are having problems opening the window in our flat.

The window frames are wooden and the whole window hinges in the centre and usually tilts open to about 45 degrees.

Our flat suffers from quite bad condensation and I suspect this is the cause.

I have tried using WD40 on the hinges and around the frame but it won't budge.

I wonder if anyone has any tips or solutions?

    If it's binding, ease the window frame until it opens smoothly.
