OneCall Insurance Problems

Hi all,
I recently took out insurance with OneCall, paying an £80 deposit with payments by monthly direct debit. The day after my wife reminded me she had 3 points on her licence, and so I contacted them immediately to add the 3 points to our details.
Twelve days later they sent a letter increasing the premium by 25% (£171.85), including a £55 admin charge. Obviously I wasn't happy, I called them but they wouldn't budge, so I cancelled and took out alternative insurance. I was insured by them for 15 days - this is over the cooling period, I know, but their delay in contacting me took me over the 14 days.
They are now asking for £76.55 and I am disputing. £156.55 for 15 days cover!
Question 1 - if they amend the policy with such a large increase, do I have the right to cancel? Does another 'cooling off' period come into effect?
Question 2 - I have cancelled by direct debit but they are threatening to use my card details held on file. My bank says they can do this even if I cancel my card. Is this true, and can they take a payment without my permission? Should I cancel my card?
The crazy thing is, when I got a quote on their site again with the 3 points included, the premium was CHEAPER!!!
