Prepaid credit card for use in latvia

Hi all
I am travelling to Latvia soon and have been trying to (unsuccessfully) find a prepaid credit card to use there.
Even though they are part of the EU, they have not as of yet adopted the Euro and are still using Lats.
I have found virtual cards, but nothing physical. Can anyone help at all or point me in the direction to getting a card?!?
I do not really want to take cash nor travellers cheques. Also, I am hoping to find a card that doesnt charge a fortune on ATM withdraws and transactions usage.
