Help with credit card/balance transfer, so upset with barclays

Hi I had a vanquis card basically to up my rating which has actually gone from poor to fair !!
I applied for a barclaycard which when I rang them they said that I had been accepted for, got the card and also a letter to say that I had failed checks and that the account as been closed and could I chop the card up !!
My problem really is that with them saying that I had been accepted is that I paid off my last remaining debt with avon that had been on my credit file for 5 years but really wanted a clean slate and thought that I would do a balance transfer with the barclaycard to spread the payment, however can not do that now !!
Is there a card that I prehaps try to get to do the balance transfer ??
And is it worth complaining about barclaycard ??

Barclays are known well for there "Your account is opened, heres your card.... Hold on a minute, no it's cancelled. Please cut the card up.".
Complaining isn't going to do a fat lot. You could apply elsewhere though.0 -
I disagree.
If you acted in good faith on the basis of information they gave you then I think a complaint to the bank is in order. If you can demonstrate financial loss then claim compensation. If you are not satisfied with Barclaycard's response, or if you don't get one within eight weeks, you can refer the complaint to the Ombudsman Service: Finance (Used to be FOS).
Start the bank's formal (written) complaints procedure. Head the letter with the word Complaint (in bold) so it is clear you are making a formal complaint.
