I don't see the problem in saying that I don't know, and then following up with a link from direct gov and then stating *my understanding......* it sparks debate gets people to post info about areas they have more knowledge in and then we all learn more including the OP. Had there been no further debate, the OP would have done his own thorough research, but at least he has been given several options to investigate, yes, some of them may have closed to new claimants but that's not going to hurt the OP is it?0

Nope. CTC has a "child" element and a "family" element (as well as a couple of disabilty elements). Whether you get paid any of these elements depends very much on income, as well as circumstances. With just the one child and working full time the current threshold to get some child element is income under £24350.Not my understanding at all.
Child tax credits at a higher rate than the family element is paid if you have 1 child or more under the age of 1, nothing to do with income.
The baby addition used to be part of the family element, so that didn't qualify you. Think about it - everyone applying just after their baby is born is going to have a child under 1 !! So it would be a pretty pointless requirement! Anyway it's abolished now as already said.
The reason for the requirement is that previously the family element had a much higher threshold, so people on £40k were eligible, or £50k a couple of years ago. They wanted to exclude those people from being eligible.
They might now simplify the rules to allow anyone getting CTC to claim, as it's only a narrow income band that loses out because they get the family but not child element.0
