Ebay problem

Hi, i won an auction for a cap its was for £3.23, the seller tried to bill me £5.23 so i told him this was wrong and now he says he posted the cap on a sunday and i've never recieved it. I can see hes selling an identical one for £5 buy it now. So i think hes trying it on.

Can i just claim back on paypal as thats where i paid? Never had a problem before so didnt know where to start

Did you query the £2 extra or was it for postage?
Do you have the item number

When they told you it was dispatched did they give you a Tracking Number?

If you think he's trying it on I'd open an item no received dispute with paypal. How long has it been?
