You can install Chrome safely enough. IE cant really be uninstalled, at least not without a lot of faff, probably best to just not use it! :)

Do not attempt to remove Internet Explorer. It shares important files with the Windows operating system.

Agreed with others - you can set chrome as your default and IE wont load unless you specifically open it. If you're concerned about IE hanging around and being a security issue, make sure you have windows update set to auto-update on all of the critical patches.

There are some (bit very, very few) websites which still require IE so I always keep it as a backup but use Chrome for 99.9% of uses.

This is not so. If the OP is using Windows 7 with Internet Explorer 8 or 9, it can be safely removed if desired.

    To uninstall Internet Explorer 8

    To uninstall Internet Explorer 9

Note: If you uninstal IE9 it will be replaced by IE8, which you can then uninstal also using the above instructions
How do I add a signature?

Turn Windows features on or off? That just removes the shortcut; the layout engine is very much a core component.

I have to agree with Mister Waster.
Just leave it as a secondary.
