Electrician help? Getting desperate!

We've had a complete house renovation done by a firm of builders, and a significant amount of it has been unsatisfactory but the builders have been sufficiently unpleasant for us to just to want them out of the door!
However, we have had another electrician do some work for us and he has noticed serious shortcomings with the rewiring job, namely connected with
1. The lack of earthing of the water supply (he's sorted this)
2. Cables left running loose around the loft
3. No mains supply smoke alarms.
As far as he's concerned this means the re-wire wouldn't comply with current regulations on the basis of these alone. He's suggested the rest of the job needs checking out. Our builder is refusing to give us the certificate until we've paid up (we owe £3500 of a £50k job, we've said we'll pay this when the many issues we have had are resolved). He tried to pass of a job sheet as the certificate when we briefly asked to see them.
He is now insisting that we provide the full details of the other electrician within 3 working days 'in connection with the grievance procedure for their electrician). This seems unreasonable and unsubstantiated. We want to be able to investigate matters further ourselves before letting this firm of cowboys back into our house. Any advice greatly appreciated!

The water bonding should be done (unless the pipework is all plastic)
The clipping of cables is required- although it's not a shooting offence
Mains supply smoke alarms are required sometimes- I always put them in as a matter of course
You need to find who the electrician is and if the electrician is a member of any registration scheme
You can write to the electrician and ask him to put things right (you have to give him a chance)
You are not allowed to withold a certificate for payment- payment and certification are 2 different issues
I am taking a landlord to court next week and he has been emailed the certifcates once the works were done.baldly going on...0 -
If you do not give the original builders the chance to remedy their work, you will not have a leg to stand on in court.0
