Query for Road accident claim

Hi,

I can't find anything relevant to this in the highway code, or online, so am wondering if anyone can point me in the right direction.

A car drove along a road, and stopped. It was a pedestrianized 2 way road, but no road markings.

It then reversed, north, and reversed in to a one way street, the reverse was taking it the same way as the traffic is allowed to go, which is north.

When it drove south out of that road, it was going against the way of the traffic (north)

When it drove out a car was coming west along the pedestrianized road and hit it.

The driver who had reversed into the road, then drove out the wrong way claims the other drive is to blame as that car was going too fast.

I think the car that drove south out of a north-only direction road was to blame, first for coming out of a road he wasn't supposed to come out of, but also, coming out of a side street and not looking at what was happening.

Can I have your thoughts please? (I was not the driver in either car, I am totally independent).

    I think the one-way street thing is a bit of a red herring. It doesn't really matter where he was coming from (one-way street, two-way street, driveway, parked up), it's that driver's responsibility to check it's safe before joining the road. Unless the other driver was going excessively quick, it sounds like the one-way guy's fault to me.

    Drivers always come up with reasons. (And all drivers are told not to admit liablity in a condition of their insurance policy)

    If liability is being disputed, then let the insurers sort it out.

    Do you know though if it is actually illegal to drive out of a road that is a one way in the other direction? I'm so confused about this and I can't find it anywhere in the highway code. Common sense says regardless of how he got to be on that side street, coming out the wrong way is still illegal? This is boggling my head a bit!
