India logic

It's common knowledge that the Indian government is made up of people that lack even the remotest ounce of logic and that day to day travel there is a real grind against common sense.
Well, not content with having one of the already most awkward rail booking systems in the world they have took it a bit further and now implemented pre registration and scrapped all international payment methods other than Amex. Luckily I have an Amex, however what I don't have is an Indian phone number which is essential as part of the registration process.
I emailed customer service a fortnight back and have chased this up twice and got absolutely no where.
So, does anyone have a way around this? Log in Details they can lend me, or an Indian Phone I could get a stupid arsed code sent to?
