Council Parking Attendent fob off

I have a disabled wife and son (13) and was parked in a disabled bay on a public road last saturday with badge on display.
Parking attendant issued a ticket stating badge was not on display.
This despite the fact my son was in the car and got out on his crutches to ask why the man was taking pictures of his mums car as she had a badge. My son even had the badge in his hand as he knew he was some form of official but thought he was a policeman.
My wife then walked out from shop she was at and asked attendant why he issued ticket to only recieve a load of abuse.
This was perfect timing as I walked up to hear him tell her to just f$$$ing pay it.
Having calmed wife and son down and told them to get in car I approached attendant and in my calmest manner(inside I wanted to kill him for swearing at my family but thought for once I would use the law) & asked him for on what grounds he
issued ticket
Only to be told he did not speak english. As I was incredulous that a parking warden working for a local council could not speak english and told him so he decided he would call the police. He radiod that I was making threats and using racist language.
I waited for the police because by now I felt he was just taking the p"ss and was not letting him use the old race chesnut to get out off a complaint.
No police came but four of his fellow officers turned up. Non of whom approached me apparently standing in front of your car facing away from them and at least twenty yards away is aggresive behaivour.
Eventually his line manager turned up and after I pointed out that no one had even asked me for my side of things told me the police were not coming and he would speak to the officer concerned and the ticket would be dealt with.
I lodged a complaint as soon as possible on the Monday after, councils issue tickets on weekends but do not update their system until the Monday and frankly have been fobbed off
Apparently he and his colleagues state that ticket was issued correctly and the evidence proves this the evidence I requested and still have not seen.
Also he speaks good english despite his stament to the contary
Lastly wardens often deal with confrontational people and therefore there are no grounds to look into my complaint.
This without talking to my wife,son or requesting the names of impartial witnesses
Having lodged a complaint with the police as his actions are a disability hate crime on Monday I am wondering do I now get them involved futher or are there any other avenues open to me.
Sounds awful but I want this officer reprimanded at least there is no way I am letting him get off with abusing my wife who has had a stroke or my son who is autistic.
Justice would have been better served if I had walked up to him smacked him in the mouth and said its not as easy to pick on people who are able bodied
I know life is to short to let things like this annoy you but anyone out there with disabled family members know that they are often treated like second class citizens with no voice,I refuse to let that happen

Congratulations, you've passed the aptitude test to become a car park attendant.
OP, if the council still issues the ticket, then they would be wide open to being sued under the terms of The Equality Act 2010.The acquisition of wealth is no longer the driving force in my life.

wife was in the shop directly next to parking bay as she was fetching our daughter from work to come and say hello to her brother literally five steps away but those five steps were to much.
I would never use my sons problems as an excuse for anything my wife and i have spent the last thirteen years fighting the system just to get what he is entitled to
for your information the fine is £35.oo and as i make 800.00 a week after tax its a non amount, spend more on a family lunch every week
its the principle
as for hate crime section 5 public order act
disabilty discrimination act and as the other poster suggested equality act all make people such as this particular ceo culpable under the law
may i remind you that the news is filled every week by children killing themselves following abuse by adults and other children which to us is just words it's my sons sense of self worth that is important
as i already stated the council have failed to provide the evidence despite a request to the ceo or the council direct. Ceo may have difficult jobs but they need to know they and others like them are not untouchable
if they were untouchable then councils would not distance themselves from their actions by subcontracting the work to private firms masquerading as council employees
as for the moron comment your ignorance of disability issues shows who the true moron is
any one with a disabled family member will tell you the stresses and strains of dealing with officialdom which is why these issues are so important0 -
