if Plusnet have already confirmed that the line is only stopped and there will be no reconnection charge, then I don't understand your concerns?
Of course if on the day you find that the outgoing tenant has damaged or removed the master socket or cabling, then OR will impose a charge.No free lunch, and no free laptop

When I viewed the flat I checked the socket and it looked fine. Although both Plusnet and 'the company whose name I cannot mention on this thread' say there will be no charge, how do I know if they are correct? On a 12 month lease £69 either way affects the best value provider decision.0 -
Another option for a line is the http://www.thephone.coop/residential/calls-and-rental who offer excellent customer service,and are normally very accurate on whether a connection fee will be required or not.
£12.50 a month basic line rental.
Transfer of an existing line: free.
Reconnection (where no network wiring is needed): free.
New line installations: £60.
Minimum term is only 3 months for a Transfer or Restart
12 months for a new connection
