Every night when i go to re-fill my hot water bottle i think what a waste it is throwing the water away. obviously i can't drink it but would i be able to give it to my plants and veg? or would the rubber of tainted it in a harmful way.

No problem at all. The rubber might taint the water a tiny amount, but it would be so little as to be inconsequential.
If you lend someone a tenner and never see them again, it was probably worth it.0 -
I actually bought a second kettle (on of those cheap £5 jobbies) which I use to reboil the water, I wouldn't want to put the rubbery water in my normal kettle!0

Or put a teabag in the hottie when you go to bed, then if you feel a bit thirsty during the night...0
