Parking Ticket - should I appeal?

I recently parked in a CPZ in Camden. I'd displayed a visitors parking permit, but got a parking ticket.

I went to the Camden council webiste and appealed the ticket and today have received my rejection. Within the rejection, it had the following comments...
"According to the notes made by the Civil Enforcement Officer, the visitor's permit in the vehicle did not have the DAY panel scratched off. Given that they were close enough to record the serial number of the visitor's permit, I believe they were also close enough to have noted the contents of the permit correctly. It is a condition of use that a correctly validated permit is used. As this was not the case, I am satisfied the Penalty Charge Notice was issued correctly"

The above comment is correct, in my haste on the morning, I'd scratched off the Month, Date, Hour (of arrival) and Minute (of arrival), but had forgotten the Day.

Further on in the rejection, it goes on to state...
"I am satisfied that this Penalty Charge Notice was issues correctly and I note from our records that we have previously cancelled a Penalty Charge Notice issued under similar circumstances. I have therefore decided to enforce this Notice"

I believe this statement is incorrect. I'd once before received a parking ticket, by parking in the same area. As I was away for 3 days, I'd put in 3 day permits, and as advised on the back of the permit "More than one permit may be displayed to show your selected period, but all permits must be scratched identically and placed side by side. The total parking period must not exceed the maximum permitted stay". So appealing these at the informal stage had the council reject the issued tickets.

So would anybody be able to advise whether I should wait for the Notice to Owner to be issued and go through the formal appeals process, with the risk that my potential fine goes up from £40 to £80, and is it likely the Parking and Traffic Appeals Service will similarly think it's over the top that the fine was given, all because I'd forgotten to scratch off the DAY panel?

Any advice would be greatly appreciated

    You should ALWAYS appeal a parking ticket even if you know that you were in the wrong.

    Most councils will reject appeals at the first stage, just appeal it again.
