In addition to B&T's advice above, is there gas in the property? Some of the symptoms the tenants are suffering from could be carbon monoxide related - minor CO poisoning can cause headaches, blurred vision, breathing problems etc. If there is gas, did they get a gas safety cert? I would be reporting this LL to the EHO as soon as they open in the morning.0

There is gas, but the boiler is in an outhouse, and TBH it took two days for them to even get that working, as they key they were given didn't work.
I'm pretty sure that the illness is due to the moulds...the smell in their 'bedroom' is unbearable.
