Bailiff calling for congestion charge I was not notified of

My partner has just received some post from his old house and in it there are 3 letters from a bailiff requesting increasing amounts of money for a congestion charge he has not paid.
The charge relates back to November, he didn't realise he should have paid a congestion charge but does know he was in London that day.
He has received no notification from London Transport, if he had he would have paid up straight away to take advantage of the reduced fee.
A couple of weeks after the incident he sold the car and moved away.
He has now found out that the bailiffs have also been round to his old house to look for him.
As soon as he received the letters he paid £160 which he had to pay to stop it increasing and he now has 4 weeks to dispute the fine.
As he never received any notification of the fine is he able to get out of the fine at all? Also he can prove he has not been living in the property.
Please help!

If he wants to dispute it then he should not have paid the penalty. As he has now paid the penalty he will not get it back.
It's not a fine...it's a penalty.:footie:

This was a civil penalty, an invoice enforced through Bailiffs, payment is 100% and full admittance to the invoice value.

tell him to join this site they will guide you the forms he needs (TE7 &TE9 i think )
because he did not receive any of the statuary notices (because he moved house ) the penalty charge should then revert back to the beginning removing all bailiff fees
he has 21 days to do this from first being aware of the penalty chargeI am not an expert I am self taught i have no legal training any information I post is based on my own personal experience and information gained from other web sites

even after payment you can file an out of time statutory declarationI am not an expert I am self taught i have no legal training any information I post is based on my own personal experience and information gained from other web sites

the fine wont have been £500 this amount will include bailiff fees i think the fine (penalty charge) is about £180
phone traffic enforcement centre on 0845 704 5007 ask them to send you the forms you need once they are returned to traffic enforcement traffic they will inform TFL (transport for London ) and all enforcement action will stopI am not an expert I am self taught i have no legal training any information I post is based on my own personal experience and information gained from other web sites
