Without giving away any identifyable information. If manager a has the exact same job as manager b. Both get 10 targets to reach in 1 year. Manager A misses one target by a few points. if the people working for A have an issue that B's people have something they don't ,then they have to deal with their current boss and get them to fix it or go over their heads.
