eBay helping on refunds?

Hi all
About a month ago I purchased an item from a registered business seller. After I received the item, I realised I didn't need it so I contacted them about a refund.
I received a reply to say that they would accept a return within 7 days but charge a 25% restocking fee. That was acceptable to me so I sent it back via recorded delivery.
Since then I've been waiting. I've sent them several e-mails. I initially got a couple back saying they would refund when they received the item and processed it. I've since sent them proof of delivery and since then nothing. No responses to my e-mails. Just a big black hole.
My question is what do I do now? Can I still dispute this with eBay or am I stuffed cos I received the item? What about Paypal? Will they help in this instance? Or is my only recourse small claims court?

Please say you still have a copy of the tracking number, ideally the original recorded delivery slip?
Have you tried tracking the package? If it shows as delivered, you've got a good chance - if not, it could be much harder.My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0
