I think you mean all time low but those of us with long memories can assure you that is not quite true ;)

I use an exchange in London (Thomas, Victoria) who trade at very keen rates - best I've seen. They will handle bank drafts, etc. also at keen rates.

I have tried a high street bank for a house sale amount in the past and negotiated a good rate, but not as good as the Exchange in London and not as timely.

Some of my spanish based friends have used hifx and found it good.

I think I'd expect to do better than 1.5 cents from middle with no other costs.

    I don't understand the question.

The proceeds from the sale if in Euros are transferred to your U.K. bank which converts it into pounds at the prevailing rate.

Try Oanda or something similar, Oanda charge a 25USD fee, current rate is about the 1.25 mark

Choose carefully. Crown collapsed and there was no FSCS protection. http://www.telegraph.co.uk/finance/personalfinance/8041736/Currency-exchange-firm-collapses.html

Plus a generous spread for them plus costs :)
