    Yes, but even this is essentially the same scam. We have to lend them the money to do so first. Then, hey presto, when they can't or won't make the repayments, the Export Credit Guarantee Department pays it off to keep our lovely arms industry on its feet and guess who ends up paying? Yep! Johnny taxpayer, you and me!
