Sounds OK, I might have added "has a bad back... which makes it difficult for her to get out of a car seat".
Expect rejection at first, (though you might be lucky if a local paper is prepared to root around) but I would fancy your chances at adjudication.
Also add ages if it's not clear from the video footage.0 -
Shame he went up on the kerb really. You need more in your appeal letter and you need help from pepipoo forums as well but it's not loading properly for me at the moment - technical problem with pepipoo at the mo.
You ARE allowed to set down a passenger on double or single yellows as long as there's not a loading ban as well (which you see by extra kerb blips in yellow and by no loading signs). So, on normal double or single yellows he should have just parked normally on the double yellow to allow his wife to alight. Would have been perfectly OK, a clear exemption and more easily appealed.
This is harder because he went off the carriageway and partly onto the kerb.
You need more grounds for appeal IMHO. There are several grounds of appeal against the fact they sneaked up with a camera to take the pic (smart car or CCTV pole?). Read here first while pepipoo sorts out its glitch then you will be aware of some of the points against using a camera for a job a CEO on foot is supposed to cover. This is a Chief Adjudicator's Report with statements about what a Council SHOULD do and some example 'key cases' which have won on appeal where it was a camera-originated PCN:

I whole heartedly concur with coupon mad, this is one for pepipoo. No offence mean to any poster on here but peps are the mutts nuts with council tickets and appeals.... hell they helped me with my appeal and subsequent win
