I though it was "regulated" by the government.0

it's not listed on the FSA website, but here is what it says on it's own website (I haven't read the finanical memorandum but that should cover how it's regulated?):

The Student Loans Company is subject to the provisions of The Companies Act 1985 and, in addition, is required to operate within the limits of a financial memorandum between the Company and the Government.
Agreement for 2006-07 and 2007-08.
The Student Loans Company, which is wholly owned by the Secretary of State for Education and Skills and Scottish Ministers, is entirely government funded and is non-profit making.:happyhear0
