    LL has said no to the repairs due to affordability. If LL said sorry for the delay as waiting on parts then yes wait longer but the LL should always be able to afford repairs.

    I agree with you that a LL should always have the funds to meet his/her statutory repairing obligations.

    The OP has however involved the EHO/TRO who has written to the LL - the LL may suddenly find that funds for repairs/renewal are available after all. Telling a T that you *cannot afford* repairs does not always mean that the funds are not there - it can mean that an official kick up the backside is needed.

    OP doesnt have to depend on the council to rehouse her.

    There are plenty of buy to let LL's out there who will rehouse her.

    I would re-iterate my advice to stop paying rent. This will refocus the LLs attention !
    Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..

    There are plenty of buy to let LL's out there who will rehouse her.
    Note what the OP says in post 3. Few PRS LLs will take on a T who is in receipt of benefits and has no guarantor.

    If a Shelter or CLA qualified adviser suggests withholding the rent under very specific circumstances then fine.

    Fine..then let her sit and freeze with no hot water and continue paying rent whilst her LL takes le p$ss. In this life,there are those who poop and those who are pooped upon. Playing by the rules can get you nowhere.

    At least playing by the rules won't get her declined from the council's lists for non-payment of rent / intentional homelessness. Councils will do anything to minimise their liabilities, and legally they would be entitled to refuse on these grounds. A highly risky strategy for the OP which could well backfire spectacularly, at the whim of a court (which would automatically grant the eviction on the grounds of non-payment of rent) or a council's discretion.

    OP has been given valid advice, including asking the LL to hire a hot water heater, which will ameliorate matters in the short-term.
