Junior School Appeal Advice Please.

Bit of a long story so apologies in advance. Apologies also if this is the wrong place to post this.
I moved to a new area approx six weeks ago. I applied for two schools for my son who is in yr 3 at the moment. My first choice ( a junior school ) was turned down and he got the second choice. I also applied at the same time as a late application for my son who is due to start school in september for an infant school that is the feeder school to the junior school that the older one got turned down for. I also applied for school that yr 3 boy is in. The younger boy has been given my first choice. So now they will be at two different schools in september. After much soul searching I have decided to accept that place as it is our local school and he does have health problems. He has bad asthma, hayfever and going through nut allergy tests after coming out in welts after eating hazelnuts. Therefore I want him nearby.
I would like to change the older one to the junior school that is also nearby but only can do this by appealing. The reasons I would give are:
1. He had been going to a community school before and this school is very much a community school. We are are 1.5 miles away and it does not make for making friendships within the area. The school he is attending at the moment ( I know I can't say this at appeal ) is the dustbin of the area if that makes sense. Any child who does not have a place in a school or wants to change school is offered a place there. Therefore children are bused in from miles around and there are children starting leaving all the time. It is disruptive.
2. He is used to structure and homework. The school I would like him to attend is very structured. Homework is not compulsory at his new school. Nobody hands theirs in therefore he has stopped handing his in and now even refuses to bring home. I believe education equals choice. He is an academic child who was assessed at level 3 in all his sats last year and was expected to get level 4 at the end of this year. When I asked at new school about the spelling book he should have to bring home the teacher said, ' Yeah I need to put him up a level really.' Still not on library system so therefore can't bring a reading book home. It is a good job I am prepared to get books for him. I am concerned that learning is not cool at this school. He was asked to stand up in assembly last week and congratulated on working so hard in class and settling in so well ( he is very easy going so will settle well wherever ) He got pushed around the playground by a boy the same day.
3. I am a single parent with no family support here. The busfares come in at £9 per day as children are charged adult fare between 8-9 and 3 -4 pm. I am on income support and the bus route is operated by a small independent company that does not offer a weekly pass. Not entitled to a bus pass as under two miles away and did enquire about the vacant seat scheme but no buses operating from this part of town so therefore not an option. I have tried walking it but am in the middle of going through diagnosis for arthritis in my hips and ended up in much pain plus trying to get a only just four year old to walk that distance was a nightmare especially in the rain. It is just not happening.
So would I stand a chance? Thank you for taking the time to read this.
