I think you need to find a home for the dogs if he is not prepared to look after them. As above get help, you shouldn't have to live in this way. He sounds like a control freak and a bully.0

Check with the local authority where you want to go if they do a deposit scheme: I have no idea what the restrictions would be, but they may be able to help you out.
