    I rang up Ebico as my Scottish Power capped rate ends this month. I asked about whether they were bringing their prices down and I was told not just yet as they review their prices twice a year and have had the one Dec/Jan? So I shouldn't imagine it would be September, more like June.

    everytime they have changed their prices in the past it has been on september the first, however i believe you might be right on this and they may change price slightly earlier
