Dont pay them anything they have not asked for.
If they ask for the overpayment value, then by all means pay it, but at present they have asked for an unlawful penalty, by replying and paying you admit you owe and they will come for the rest.

Hi Oops!
just to say i got a lovely piece of paper from PPS about a month ago (demanding £70-100). Apart from the car details, no other legible handwritten information so how would they know who issued it.
So far, nothing has come through, and if it does, then i will continue to ignore. I would send a cheque but my bank never issued me with a chequebook and tbh i cannot be bothered. IF and WHEN they wish to take it further, i will have no issues with paying up the 30p for 1/2 hour to cover my 15minutes overstay but only when told to by a court.

The reason why I have taken to suggesting that people pay any amounts legitimately due- that is, an unpaid fee for parking which was due- is that if they were to take you to court- yes I know its a chance in 10,000- and the court orders you to pay them the £1 or whatever then you will also pay their court issue fees on top.
If you offer the correct amount but they do not accept it- as they pretty certainly won't- you can then show the court that there is no need to repay them the court fees as they were unreasonable in not accepting it and trying to claim more.
Thus, in the famous Parking Eye v Smith last year, although the Court only ordered Mr Smith to pay the £15 parking charges which he'd admitted he had failed to pay, instead of the £400 penalties sought by P.E., they added the £90 Court fees to that. Had he offered them the £15 payment before the case was brought, then, even though they wouldn't have accepted it, Mr Smith would have avoided paying their court costs.
That is the tactics, there is method in my madness! Only applies to car parks where you have to pay to park of course. Don't offer a penny in free car parks, or for made up charges for parking outside of lines or stuff like that.
At the moment, you can evade them by not admitting you were driving but that may change come October and then it will be imperative to offer unpaid fees.
Which, if truth is told, you DO owe them, even if they are trying to scam more than they are entitled to.0 -

Stamps can be used, I believe; or a third party cheque would do. How much was your underpayment?0

I was 15-20 minutes late back to my car. The car park charges 30p for 1/2 hour, 50p for an hour. So a first class stamp would be a 'large' overpayment!:DChange is inevitable...nothing stays the same forever

I disagree, having changed my mind on sending part payments, if someone sends you a bill for £75 and you pay a £1 they have a much stronger case on getting the other £74 as you have part admitted fault and liability to the contract as well as driving, why else would you pay ?
