waterpark not built

My family and I (2 adults 4 children) are travelling to Menorca on 4 July. We booked the holiday through Thomson/First Choice and the hotel was listed as a SPlash World waterpark - with Tommy giving it a rating of 8 on the Splash-O-Meter!!
We were advised at the time of booking that the waterpark hadnt been built but was due for completion start of May. I have now heard that the waterpark isnt finished yet.
The only reason we picked this hotel is because of the waterpark. Thomson have told me that the building will be completed before we travel - but how can they know that? They had said start of May. People are arriving there now and complaining about there being no waterpark.
Where do I stand? Can I demand another hotel now? Are they obliged to do this? I really dont want to arrive there and then have to start moving with 4 disappointed kids in tow.
Anyone with any advice it would be very very much appreciated.
