ticket issued but not on my car when i returned

I received a notice to owner 6 weeks after a pcn was issued. The council have photographic evidence of the offence and the ticket on the car. The ticket was placed under a wiper and right by my tax disc. I appealed to the council to pay the reduced rate as the ticket was not on my car when I got in it. They have rejected my appeal. I am furious to say the least. I owned up to an honest mistake. It was pouring with rain on the day and i had my young child with me. Has anyone else had something similar and appealed successfully to the independent adjudicator.
Also, what are the correct procedures for fixing the ticket? The CEO had to walk into the road to place the ticket under my wiper by my tax disc. Should it not have been placed infront of the driver's seat?

Back to basics here - more info would be needed about the circumstances of the contravention but you could appeal this and possibly win.
And you may as well because as long as you keep to deadlines then you cannot be asked to pay more than they are asking for now.
But you are unlikely to win at adjudication with an appeal based solely on not finding a PCN on your car. Often a Council has a photo of the PCN on the windscreen so that's good enough to show that it was 'served' (even though in the meantime someone may have removed it, so unfortunately you never saw it). A CEO-issued PCN is deemed 'served' if it's placed on the car (anywhere, but usually on the windscreen closest to the pavement side where the CEO is standing) or handed to the person who appears to be in control of the car.
Your case is a bit like the thread by the poster called 'adviceplease' on pepipoo; thread entitled 'Hounslow Council, no PCN received'. I would read it (that thread is on page 1 as I type this) and register on pepipoo and start your own similar thread:

Do read a few threads first and the FAQs such as 'how to post pictures' as the posters there will need to see what you HAVE received (rejection letter, notice to owner) also a pic of where you parked, the lines and signs (or a link to the place on GoogleStreetview).
You haven't even said on this thread where you parked or what you were doing - like the poster called 'adviceplease' you have made the mistake of relying so far on an appeal that was destined to be rejected because there was no actual substance to your appeal. Saying 'I didn't get a PCN and can I please pay the discounted penalty' isn't an appeal. See what happened to that poster when he tried to rely on that sort of appeal - although in his case it's been a prolonged situation as he didn't receive the Council's rejection letter either and almost missed his chance at adjudication. And from what I could see he had almost missed the point that he needed to find other grounds for appeal - there are often many!
So get over to pepipoo, read a few threads then get advice on your own new topic as to what grounds of appeal you may have. Please explain more on pepipoo about where you parked and why (were you dropping off or collecting your young daughter?). Mention the signs/lines, was it on-street or in a car park, what contravention do the Council reckon you have committed...give all the info and pictures you can.

Tickets go missing all the time, kids take them off to put on their "Mates car" for a laugh, wind blows them off, etc. If the ticket not being there was an "Excuse" , everyone would use it.0
