Claiming and Climbing

Situation, man that lives downstairs to me is partly disabled, he has cerebral palsy, but he is not a respectful man, if that makes sense, ever since we have lived in this block he has caused nothing but trouble. Previous he got a man removed from another block claimed this man was picking on him. Then a few months later youths were banging on the entrance door downstairs shouting out his name. He claimed he didnt know them and its never his fault. Then he would jump out on people in the street and make them jump for a laugh, and the lady downstairs has a weak heart. He has upset people in the area as well but they tollerate him because of his condition I think.
We have an emergency comunal ladder in our block for the council, we had two previous leaks above which affected out flat. Now this guy keeps removing the ladder and taking it out on the street for his own uses, its a very tall ladder as well, not think that he is disabled and is claiming benefits, he was up it opposite looking straight into our window. he has been outside our front door trying to listen to our private conversations as well. He has been banned from the community hall around the corner for starting rows with people.
I asked him last year not to take the emergency ladder and he was abusinve and nasty so I reported him to the council, he then ignored their warnings and started to remove ladder again, now if he was to have that ladder taken from him in the street by one of his youth mates, that would be it for us with no emergency ladder. Since we have all the tanks above our flat. It would not bother him since he down stairs.
After him removing it again the other day I put a note in his door. He then stuffed it back in my door, I just said, can you please not remove the ladder its for emergency only for this block and if we had another leak it would affect our property and council would not be able to get up there etc.
After it was stuffed thru my door I went down and he was standing on the stairs. I said to him can you not remove the ladder plus if you fall from it you are not insured either. Then he started shouting at me and saying he can do what the hell he wants.
With this I reported him to the council and then rang up the housing office and they was very interested in how comes he can be climbing up ladders doing work when he on disability etc, I told them I dont know what benefits he on but he does not work so obviously lives on something.
I have never ever reported people and always kept to myself, but to be honest now enough is enough. I have had enough of it all now.
He is very childish in a grown mans body. But when he upsets people, he finds it funny and laughs at them. When they are clearly not laughing. I hate fall outs with anyone, especially a neighbour you are stuck with. But I was sick of him thinking he owns the neighbourhood when he is just a tenant like the rest of us.
I was so angry that I have even sent council pictures now of him up the ladder. Its a shame he has the condition but at the same time, residents should be able to live in peace. when I was temping at a local job he even knew where I worked and quoted the address which I found creepy. I never told any residents of my works addresses. I asked him how he knew but he would not comment.
When we walk into the block his front door is always open so any of my friends that come past we have to walk past his door and he always looking. if he in street always looking up at our window as well. Its like he wants to get a reaction of trouble cos he gets off on it.
Since we lived here we had fire bombs chucked in the building as to youths trying to get at him. But point is, the entire block could have caught light, the lady downstairs some one tried to break in her place and she is next door to him. Well I could go on forever, I probably have. Sorry.

Presumably this is council housing? I would keep a log of all anti-social behaviour, including anything that you have said or done as a result of it, and ask the council to at upon it. If he has already been moved, they will be aware that he is far from being the perfect tenant, but a diary of incidents can be used as evidence.
Regarding the emergency ladder, report once again that it is missing. You could point out that this is not the first time that this has happened, and offer to keep an emergency ladder inside your flat - not ideal, but a possible solution.
Also, make sure that you keep your contents insurance up to date - just in case you need it!0 -

He sounds like a loney old man doing anything and everything to get attention,most likely the only people to talk to him are the ones like you who he winds up.
Just ignore him but....report the ladder everytime he does it and tell the council if this continues you will take matters higher,because one day the ladders may be needed then whats going to happen.Let the council know you are keeping a book of incidents and will note down any action they take against this man.
As for any benefits well thats another story.Someone said keep to the facts,i agree.0 -

How did the council know he was on disability benefits if you didn't give them the info?
Being able to climb a ladder doesn't mean you're not entitled to any disability or other welfare benefits. The man has cerebral palsy and the way you speak of him he perhaps has learning difficulties if his behaviour is as childish as you say. So he would qualify for benefits on these grounds alone.
It sounds to me as if the poor man is a target for youths in your neighbourhood and instead of you climbing on to the band wagon, you should be more understanding of his situation. Too many disabled people are looked down on and picked on for stupid reasons.
Oh and the council owns lots of ladders, so if one went missing, they could soon provide another one. It's not a fire escape ladder, so I don't understand what the big fuss is about.The bigger the bargain, the better I feel.

My old flat was the top floor one underneath the water tank. Never had a ladder left for emergencies, so I'm baffled as to why you do, especially as the supply would be turned off downstairs at the mains in the event of a leak.
Keep your contents insurance up to date and your fingers crossed that he only injures himself, doesn't kill himself when he inevitably falls off the ladder at some point in the future.I could dream to wide extremes, I could do or die: I could yawn and be withdrawn and watch the world go by.Yup you are officially Rock n Roll0
