Stop cracking up stair wall between wall and skirting

As our house is oldish there is so movement.
The Stair wall and halls need redecorating due to messy bathroom fitter (who was fired).
House was only renovated 2yrs ago and there is cracks where the skirting up the stair wall meets the wall. so looks like cracked flaking egg shell paint and wall paint depending how the cracks have spread.
Whats the best way to stop this keep happening again?
Would it be best to make a new gap all up the wall where the wood skirting meets the wall and fill with flexible filler, ready to paint??

you can either use a caulk http://www.decoratingdirect.co.uk/viewprod/s/SIRDC/
when dry you can paint it although i always seal mine with something like http://www.decoratingdirect.co.uk/viewprod/s/SIRDC/
which will prevent any emulsion from cracking .

which you don't have to paint , both will stay flexible and stop the crack from reappearing

I done all that 1st time round when i renovated, im thinking the wall has more movement than the caulk put in 1st time... so wondered if creating a gap between the two and filling would work better??0 -
you could do that , create a tidy gap or maybe put some wooden beading on top of the edge of skirting and then put some caulk or sealant , sounds like it has a lot of movement0

just as re-doing it i kinda want to stop the prob so i dont have to re-paint it again in 18mnths....0
