small black flies chomping through my acers

Hi
I have an established variety of Acers in the garden. I have had them for many years without any problems. This year I noticed that 1 was looking quite sad and upon looking further I saw the under side of the leaves were covered in small midgey like black beasties. I sprayed them with rose clear as its all i had at the time and they cleared off and it is now thriving. They have however moved onto every other single acer I have in the garden (1/4 acre) and also some small flowering plants like margerites.
Has anyone else experienced this or any tips on the best thing to get rid of them?
