One option is to convert it to Word, add the text, then convert it back to PDF

You can use this to do it online

    http://www.convertpdftoword.org/

Or this if you will be doing it often

    http://www.hellopdf.com/

DoPDF will convert it from Word to PDF

If it isnt allowing you to enter data electronically then it hasnt been setup as a PDF Form but instead simply a Document in which they have drawn squares/ lines

You can either convert it to another format and fill it in that way or alternatively print it and fill it in by hand.

If you had Adobe Acrobate Professional then you could fill it in electronically but it isnt a cheap package.

Somebody previously recommended http://www.pdfescape.com/ to allow editing of a pdf document and I had a quick look at it. It's free and does work, but is a bit hit and miss as to precisely where your entered characters appear as you have to line up the document very carefully before entering anything! Experience would no doubt make it easier to use.

Download PDF-Viewer - www.pdfxviewer.com - despite it's name using the Typewriter option it allows you to enter data on any PDF document.

There is a Free & Pro version, the Free is adequate to fill in a form.
