Fencing on a hill....

Our boundary fencing is in need of some repair.

Our neighbours had an extension built last year and the builder excavated their garden for the foundations and exposed the concrete around the fencing posts. The builder clearly knew this would be an issue and rigged up some sort of wood/block contraption which secured the fence posts albet temporarily. This was all hidden underneath the timber deck the neighbours have had erected by the builder.

Their garden is probably at least a metre lower than ours, and now with the deck we have sme privacy issues which we want to address by new fence panels with trellis on top, we're not looking to completely obscure our neighbours as we do get on well but thought as we would be replacing the fencing we might as well do it as we want it.

However, herein is the issue, is there any type of fixing that can be used for fence posts that doesn't rely on their being earth on the other sides or are we going to have to look at some sort of shuttered joinery for the concrete until it goes off? My preference would be for the neighbours to bring the builder back as it is in my opinion caused by the excavation, it this seems unrealistic, they are still waiting for him to come back to a leak which happened over Xmas!
