The PPC puzzle

Is it me, or was there once a time not to long ago when supermarket car parks etc were not infested with parking companys, when you could do your shopping/browse the shelves when required and return to your car two maybe three or more hours later knowing that all is well in the world, and maybe that thing in the DIY wherehouse oposite isnt such a good buy, but youve got someting for tea tonight, all safe in teh knowledge that no one is goign to pull a fast one and try and scam you for a ridiculous amount of cash just for overtatying a made up time limit.

How and why did this ppc blight start?
From the Plain Language Commission:

    Someone probably thought "Hey! Those Councils don't half make a fortune fining people for parking badly, why should they have the pie to themselves? My mate runs a supermarket and I bet I could make a fortune doing the same thing."

    And then everyone else copied the little scumbag crook.

    Its probably all franchised by one enormous Mr Big (with a double barrelled surname), who decides which set of crooks patrol which areas of the country.

    Yes, I think the problem started with the notorious Council gotchas who replaced the highly professional and generally far more reasonable Police Traffic Wardens. Seeing the money the councils were raking in encouraged the private chancers to have a go, and unfortunately they were not nipped in the bud as they should have been; so now they are going to be extremely difficult to shift.

    The people I blame are the politicians for ignoring it, but more the idiotic supermarkets/shopping centres who fall for the parasites' sales talk, and allow them to victimise their own customers.

    I think it started when the DVLA started to sell info to private companies under the guise of 'reasonable cause' about 10 years ago.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I think it was also caused by the exaggerated claims of car park abuse by the PPC's.
    No doubt some car parks were being abused by commuters but I guarantee in 99% of them the car park parasites cause more of a problem then the abusers.

    Also no doubt the people who do abuse car parks are the ones who wont and never have paid! Its the poor innocent people who know no better who just pay up!
