xbox 360 official play and charge kit problems

my PnC kit seems to be playing around. i cant get it to charge. It hasn’t been used for several months so i plugged it into my Xbox to charge up for hours.
i noticed that it reported it was now empty so tried leaving it plugged in for longer but using a different controller so that its not being used. This didn’t help.

Ive noticed that when i plug it in and the red light illuminates, and stays on for about 10s then turns off for about 5 seconds then turns on again. All the time this is with the red light. any ideas? (all reported problems seem to be if the green light comes on).

I noticed you mentioned using another controller. Does this other controller have a rechargeable battery in it that you could use the charge kit on so we can determine if the fault lies with the battery in the controller or the actual charge kit. Batteries if left completely dead for long periods of time can take considerable time to get enough power into them to actually start charging properly.
