Renewing photo driving licence query.

Evening all, I have just renewed my driving licence online. So I should get my new licence within 2 weeks however there is a line online and in the email that says
"If you are still in possession of your old driving licence, cut into two (both parts if it is a photocard) and return it to: DVLA, Swansea SA99 1ZW"
Now will they not issue my new licence until they receive my cut up old licence or can I wait till my new one arrives before returning the old one? What did you do?

I have a D798 form in front of me as my photocard is due for renewal in a couple of weeks.
In section 1 it states;-
"You must return your current driving licence (both the photocard and the paper counterpart) with this form.
If you cannot return your driving licence you must tell us why by placing X in one of the boxes below
Lost Stolen Defaced Destroyed"
I feel you should therefore return your licence now, as your new one may not be issued before the old one arrives.I am a mortgage broker. I've managed to avoid the photo [STRIKE]id card[/STRIKE] licence so far but if I hadn't I'd certainly not be parting with the old one until I had the new one in my hot little hand0
