Savings Account for children

I'm looking for a bit of info/advice on children's savings accounts.

OH has four children and want's to set up savings accounts for them, the youngest two had CTFs set up for them when they were born but that was when OH was still married to their mother.

From what I've looked into OH would need their birth certs to be able to open accounts but there is no way his ex will let him have them, she thinks any extra money should go straight to her and has no interest in saving for the children's futures.

Where do we stand on being able to open accounts for the four of them? If we can't open them in the kids names we will open accounts in our own names and just give the money to the kids when they're older but would prefer them to have their own accounts.

The main reason being that OHs ex keeps stopping contact for weeks/months at a time and has taken money out of birthday cards for them in the past, destroyed the cards and then told kids that OH doesn't care about them and hasn't even bothered to send a card.
OH want's to stop sending money to them where his ex can get hold of it without the kids knowing.
