DRO advice please for friend

Im asking this for another friend:o as she has problems she is bi polar and panics and then gets in a mess..so the facts

She is currently a tenant in a Independant Living place run by a Housing Assoc
The rent is horrendous but paid for by local council through housing benefit payable directly to the HA and she has to top this up with a £49 per week well bieng charge from an income of £129 benefits per week, she has the usual outgoings, electric, home contents ins, she has gotten behind with her well bieng account to the HA to the tune of £2kplus, and has put her notice in as she thinks they will evict her and doesnt want everyone knowing her business.

She has put in four weeks notice effective from Monday and has to vacate the premises by Sunday 10 June 2012. to be honest there are other folk moving out for the same reason.

She stupidly took out a £500 loan from PROVIDENT:eek::eek: at £17 per week for 52 weeks to pay her first months rent and used her last bit of savings for the bond, she will have to move into this property this weekend.

She went BR in Sept2008 and was discharged in Feb2009 and has kept herself debt free until she moved into this Independant Living place and has now about £6.5K in debts, (Brighthouse* for things she needed) she did asked DWP for a Crisis Loan and a Budgeting Loan to help her move but they refused.

Can she apply for a DRO after having borrowed the money from PROVIDENT so recently, three weeks ago, the new place she is moving in to is much cheaper within the local Housing Benefit rate and she will be much happier there but these debts are worrying her and her CPN and Psychiatrist say she needs to talk to local CAB but this is inundated at the moment and earliest appointment is end of July:eek:

* Brighthouse yes I know, even if she hands these items back wmachine cooker and fridge/freezer she will still owe them the money, hence the rise in the debt total

Her electric, water rates and all basic utility bills are up to date.

Any advice as to where to go to set this DRO in motion if it would be allowed as local CAB say that they are up to there necks in it with DRO apps and it would be a good few weeks before they could help.

Does anyone but CAB do the help with DROs?

    I know that if you have had a DRO in the last 6 years you can't apply for another DRO, Im not sure if this stands for previous bankrupts though?

    Hi,
    Nothing Ive heard so far would prevent an application for a DRO. You can theoretically at least, enter in to a DRO immediately after a bankruptcy. If she obtains a DRO then it is correct that she could not have another one for 6 years.
    Whilst her behaviour (with provident) could potentially bring about a restrictions order, I think due regard would have to be taken to her bi polar illness.
    CABx do more than 80% of all DRO applications, our office has no waiting list, the application is only delayed by obtaining the Experian report, but sadly in other area's this is not the case.
    CCCS and NDL do a limited amount of DROs, not sure what their waiting lists are.

    CCCS and NDL do a limited amount of DROs, not sure what their waiting lists are.

    Just to provide more info for people I know someone who works on DRO's at CCCS, they said they are one of the highest providers (for applications per intermediary) and their current waiting time once paperwork is received is approximately 7 days
