Travel Insurance for 79 year old with medical problems

I am trying to find travel insurance for my husband, who is 79 and has some medical problems, none of them terminal thankfully. I have had various quotes and one which is still very expensive but is the best option as it is an annual one seems reasonable, however when I check on reviews it isn't too good.
The company is All Clear, however, I am sure that the people who complain are the ones who maybe haven't told the company all their medical history, or maybe I am wrong. I am trying to find out if there are any positive reviews from people.

I looked at another insurance review website http://www.reviewcentre.com/reviews162604.html All Clear score 2.8 /5 which I suppose is average
Note that people are more likely to leave negative comments about a provider than a positive one.
I would note that several travel insurance providers compare their products with All Clear - this is because All Clear are market leaders and thus the other insurers use this method to appear in the search engines when someone is looking for All Clear.
I am somewhat surprised that an annual travel insurance policy is cheaper than a single trip policy as the premiums must cover a full year. (It can happen if the trip is for 30 days for instance)0
