    Of course they have.

(you need to explain this to the management company) - They're not there to prevent parking issues, they are there to make money. Ask the management company how much they pay this company to patrol the car park and then ask why the parking company are doing it for free.

Do not admit to not placing the pass !
    Drop that one IMMEDIATELY.

this is why they issue loose passes, so they can exploit, this is the sole aim of any PPC, the last thing they want is a car park that runs smoothly.
Companies take these sharks on board believing their rubbish, the truth is they are slaughtermen and the park users are the sheep
They just take the odd one now and again.

Hopefully the landowner will tell them not to charge it anyway and I won't to receive any letters from them

Listen Lou, I know you may have been brought up to be truthful, but you are now dealing with some very nasty crooks, they have told you you did not display and you believe them, they could and do rock passes off dashboards, they are dirty thieving scum of the earth crooks and you certainly have not heard the last of them.
Please wise up and learn how to defend your corner, do not tell them your weak spot.
YOU HAD A PASS AND DISPLAYED IT, what happened to it after that ?
Did someone rock the car ?

Yes, you really are taking the whole issue much too seriously. I think you have come across to the point of view that you are not dealing with honest and respectable people yet you keep on thinking "what if?" as though you are. This is similar to an e mail scam; it is pure and simply, a money-making exercise; the companies accept that not everyone will be foolish enough to pay and that some people will see through it. So they collect off those that fall for it, and abandon those that don't. Because you came on here you are now in the latter category.

If you disabuse yourself of the idea that these people have any sort of authority (though they work by pretending they do) you will have a clear idea of how the scam operates. Bluff and bluster.

And if the car park owner is approachable, then put them wise as to the sort of people they have given a job to, and, by doing that, made themselves responsible for whatever actions the cowboys take in law.
