Who is responsible?

I have a prepaid Mastercard though Moneybookers (Skrill). On the 24th of December 2012 I spent 260 Euros (on eBay) on orchids plus a further 19 Euros for postage via Payapl to an orchid vendor in Germany. Due to winter weather the vendor and me agreed to delay postage until the worst of the winter weather had passed before they were mailed to me. I had done this many times in the past with no problems with other orchid vendors. However, this time the plants never arrived. Paypal say it's beyond their 45 day limit to pursue this and say that Moneybookers was responsible. Moneybookers say it's not their problem and Paypal should pay. Mastercard can't be contacted on the issue. I have since found out that this particular vendor is known for scamming, having multiple eBay accounts and has been sought by German authorities on similar dealings. Does a prepaid credit card have less legal protection that normal credit cards? If they have the same protection who do I approach to claim any money back?
