help regarding friends kids

I have a friend who has recently been in touch to say that her sister has dumped her 2 children on her as she said is no longer coping with them and can't see them going inot care so has took them both on i think she had them Monday but have just been speaking to her and she is getting no help from nowhere including the mother or social services and isn't able to collect state money for them yet as her sister needs to give them up properly first.

I really feel for her as she already has 2 children of her own 1 is 11 and her youngest is 6 her sisters kids are both under the age of 8 i think plus she is on benefits and has only recently met a new partner.

She tells me that after speaking to social services on the phone they have told her they can't help her at all. :confused:

What do you suggest i tell her to do next.
