Actually i've just come scross this thread cause I was looking to see if there was any discussions taking place on the new ruling coming into effect in July (at least that's how i understand it) according to the new user aggreement that I did get emailed yesterday.
It reads as though if you don't have enough funds in your Paypal account (which I never do) and it has to take money from your debit/credit card that its associated with, they will now charge 3.4% - 4.4%.
Therefore I will have to keep funds in my Paypal account that isn't earning any money just to be sure I don't end up paying fees when I make a purchase.
So that now means Paypal make money on the seller and buyer
Anyone else read their updated user aggreement (incidentally it was towards the bottom under a lot of mumbo jumbo that I didn't take in)The end is nigh0 -

I wouldnt see that being a smart move.

I don't think anything's changed.
The fee doesn't seem to apply to commercial transactions, just personal, which it did anyway.
Correct me if I'm wrong but I think if you send money to someone as a personal payment e.g gift, household expense or money owed then you'd pay a fee if it came from your card. It's been like that for a little while now.
If you pay using the 'Purchase' tab or from eBay etc then you won't have to pay that fee, they'd get fees from the seller anyway.

my item just sold too - the T&C's say it will be emailed within 2 weeks of promotion finishing (end of the month i think it runs to)...0
