Depending on size, he may have needed planning permission for the workshop.
Certain levels of noise may constitute a statutory nuisance enforced by environmental health.

He's just about OK for hours Monday to Saturday but he shouldn't be starting until after 9am on Sunday and finishing by about 13.00. These are usually accepted norms. Different people have different ideas.
What have the benefits people got to do with this?
Environmental Health at your council deal with noise nuisance. They will probably need you to keep a diary and they will have expected you to have that friendly chat first.
