Light sabre

I have to make about a dozen "Light Sabres" for Star Wars Day (May the Fourth).
Had a couple of ideas using broom handles and coating them with either Luminous Paint or the content of a Chemi-lumiscent stick (the sort where you snap the glass vial in the middle and shake to activate). Have seen the latter used to great effect on faces and hands.
Problem; we are going to be using them in a farmers field so any bits that might drop off (not that kids would fence with them, of course) mustn't cause any danger to the livestock.
Anyone got any ideas / suggestions for supplies? It's for the Scouts BTW, so cost IS an issue.
