OP, if you are applying for actual advertised vacancies for which you are skilled and have had one interview in 220 applications, it HAS to be your CV. Who have you had look at it?
It may be his cv, but more likely he lives in a bad area for unemployment.
Times are bad I should know.
One alternative, have you got any friends in another area of the country you could stay with, to look for work?

The handyman idea is a good shout - there are a few single ladies who live near me and they're always calling our local handyman out for jobs! Either that or they're having an affair with him

Seriously, this would cost you very little to set up. If you've been a roofer i'm guessing you'd have some tools - you can start out on foot around your local streets if you don't have wheels...and go from there. The only marketing you'll need to set up is a Facebook/Twitter account and a local leaflet drop (can print them yourself or ask a friend). You could also put a card in a local post office or newsagent's window. Plus if you are that desperate and feeling brave, you could go to the local newspaper with your story...and how there are no jobs so you're setting up on your own - you are bound to get some business or even a job offer after that if you project a positive outlook0 -

You can have a very proffesional cv, but in a job market like this, it dosent make a scrap of difference.Ive applied for 149 so far and have done 3 interviews in 12months.
Jobs are not there,too many people=not enough jobs.We now have a huge low paid temporary work economy of which business is loving at the expense of the very low paid.0 -
