ESA Super Session - assessment Rate?

As I have been 'trying' to get a supersession on my CB ESA since January and they have now stopped my payments on the 365 day rule, should I be entitled to assessment rate whilst they are still considering (or I should say ignoring) my request?

But if you Appeal a decision you are entitled to this. What's the difference?
Also if they do award me the Support Group (before anyone jumps on me, I have a significantly worsened condition and was partially paralyzed and lost my continence after an undiagnosed back problem), will the payments be backdated?
I am asking these questions to try to understand the processes of the DWP ESA and therefore a slightly more succinct answer would help please.

If you appeal your entitlement to ESA, you are entitled to the assessment rate. If you appeal which group you are in, you are not.
If your award is uprated, the payment will be backdated to the date at which you applied for the supersession.0 -

If your ESA has been stopped because of the 365 day rule, then you are not entitled to any payments whether you ask for a Supersession or lodge an appeal.
Payments will only be re-instated if your are subsequently placed in the Support Group0
