New paint peeling off wall

Hi all
I have just painted my hall way with emulision and in one certain area, the new paint has caused the paint layer to peel, leaving the bare plaster visible.
Did a bit of a google and it suggests that the plaster was not sealed properly when it was done. Also saw that PVA was a big no-no.
So what do I do?
I suspect I need to strip away the paint layer with the sander and scraper.
But then what? Some website suggests primer, (can I use white undercoat?) let it dry and re-paint?
Suggestions welcome?

Did you do a first coat of watered down paint? I have always been advised to do this on newly plastered walls as it lets the paint soak in a bit and then the water evaporates off leaving a bonded layer for the next layer of paint and have not had a problem with peeling paint since I have done this.0

The existing paint is proberbly not bonded to the plaster and by applying another coat you have caused it to lift..You need to scrape back all the loose areas REALLY WELL ,I would then seal bare areas with a thinned oil based undercoat and when dry fill the inperfections with a suitable filler,ie easifill or polyfiller then sand down then repaint walls thinning the emusion first coat 10%.Is the house very old as a damp problem can cause paint to lift0

Can you elaborate what an "thinned oil based undercoat" is? I have lots of undercoat (I just undercoated and glossed some white skirting, same stuff?).
Yes the house is old, but a few years ago i took the old plaster off back to brick and concrete rendered it and top skim, sounds like I had duff advice on the first cut decoration!

Undercoat that is thinned with white spirt not water, use about 20% white spirit ,being solvent based will help any new coating from activating the old paint.At the end of the day you need to get all the old coatings that are loose off as theres no sealer that wil rebond them to the plaster0
