He would not be eligible for second adult rebate as the 2nd adult is paying rent on a commercial basis.I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

I would take the advice about paper work given here before relying on what I was told by them, verbal contract isn't worth the paper it's written on.
