    He would not be eligible for second adult rebate as the 2nd adult is paying rent on a commercial basis.
    I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

    I would take the advice about paper work given here before relying on what I was told by them, verbal contract isn't worth the paper it's written on.
    Personal experience, "oh no, we wouldn't say that..." "you didn't phone us, it's not on the system..."
    I wish I could fly, right up to the sky! But I can't...
